Supervisory Board

Within the Service of the General State Archives (GSA) operates a collective body entitled “Supervisory Board of the General State Archives”.

The Supervisory Board of the GSA consists of nine members:

  • the President
  • the Vice President, who replaces the President in cases of absence or impediment
  • the Head of the Department of the Ministry of Education, Research and Religious Affairs responsible for supervising the GSA, together with their deputy
  • the President of the Employees’ Association of the GSA (SEGAK), together with their deputy
  • five (5) members, distinguished personalities with recognized scientific expertise and significant work in the fields of archives, culture and the sciences, together with their deputies

The term of office of the members of the Supervisory Board is four years and may be renewed only once.

The Supervisory Board is established by decision of the Minister of Education and Religious Affairs, which is published in the Government Gazette. The same decision appoints the President and the Vice President.

A member of staff of the GSA, of category P.E. or T.E., is appointed as Secretary of the Supervisory Board, together with their legal deputy. The administrative functions of the Secretariat are supported by the Central Service of the GSA.

The Director General (DG) of the GSA, or their legal deputy, participates in the meetings of the Supervisory Board as rapporteur without voting rights.

The current Supervisory Board of the GSA was appointed on 20 November 2023.

In the service of the GIS, a collective body with the title “Ephorate of the General Archives of the State” operates.
The Ephorate of the GAK is nine-member and consists of:

(a) the President;
b) the Vice-President, who replaces the President when he is absent or obstructed;
c) The Head of the Service of the Ministry of Education, Research and Religious Affairs (Ministry of Education and Religious Affairs) under whose responsibility falls the supervision of the GAK with his deputy,
d) The President of the GAK Workers’ Union (S.E.GAK) with his deputy and,
e) Five (5) members, personalities, of recognized prestige with scientific training, experience and in general important work in the fields of archives, culture and sciences, with their deputies.
The duration of the term of office of the members of the Ephorate is four years and can only be renewed once (1).
The Ephorate is established by a decision of the Minister of Education, Research and Religious Affairs, which is published in the Government Gazette.
With the same decision, the President and its Vice-President are appointed.
An employee of the GAK category P.E. is appointed as the secretary of the Ephorate. or T.E. with his legal deputy.
The administrative functions of the Secretariat of the Ephorate are supported by K.Y. of the GAP
The General Director (G.D.) or his legal deputy, as a rapporteur without the right to vote, participates in the meetings of the Ephorate.

Responsibilities of the Ephorate of the G.A.K.

The Supervisory Board of the GSA ensures the fulfilment of the mission and responsibilities of the General State Archives and shapes their overall strategic direction.

According to Law 4610/2019, its responsibilities include the following:

  • approves and revises the Strategic Plan for the operation of the GSA and evaluates the report on its implementation
  • approves the annual Operational Plan of the GSA prepared by the Director General
  • approves the proposal for the annual budget submitted by the Director General to the competent financial services of the Ministry of Education
  • approves the annual report of activities prepared by the Director General
  • provides guidelines on the selection, classification and registration of administrative records and archives of historical interest
  • provides guidelines on the criteria for designating archives as of national importance or of particular historical interest
  • decides on the terms for the loan and transfer of archival material for exhibitions or for its export outside the country
  • decides on the granting of permissions for the study, transcription and reproduction of archival material
  • decides on the publications and editions of the GSA
  • decides on the purchase of archives and on the acceptance or refusal of donations, bequests and inheritances
  • decides on the provision of open data
  • proposes to the Minister of Education the issuance of decisions concerning special restrictions on access to archives
  • provides opinions on archival matters when relevant requests are submitted by public bodies or private individuals
  • provides opinions on the establishment of new archival institutions and on the designation of special historical archives
  • evaluates annually the work of the Director General and makes recommendations regarding the renewal or non-renewal of the term of office
  • provides opinions on the duration of the classification of archival material as confidential
  • recommends to the Minister of Education the issuance of joint decisions concerning the interoperability of information systems with archival systems

The Ephorate of the GAK ensures the fulfillment of the mission and responsibilities of the GAK and formulates their general strategy.

According to the new law (N.4610_2019) of the GAK, its powers are the following:

(a) approves and revises the strategic operating plan of the GIS and evaluates its implementation report;

b) approves the annual operational plan of the GIS, drawn up by the General Assembly,

c) approves the proposal for the annual budget submitted by the Director General (G.D.) to the competent financial services of the Ministry of Education, Research and Religious Affairs,

d) Approves the annual report drawn up by G.D. and submits it during the first two months of the following year to the Ministry of Education, Research and Religious Affairs,

(e) provide instructions on how to select, sort and record service records, records of historical interest, records of national importance, records, special archives and archival collections;

(f) provide guidance on the criteria for characterizing public or private sector archives as nationally relevant, a special historical record, a listed record, a record of particular historical or cultural interest and determines how they are managed;

g) Decides on the terms and conditions: aa) borrowing and moving archival material outside the services of the GAS, in order to display it in reports of other entities, bb) granting a license to export archival material from the country, in accordance with paragraph 4 of article 162 and cc) granting a license to sell and auction public records.

(h) decides whether or not to grant study authorizations, transcriptions, reproduction of records, found in the GPS and all kinds of other records of the country;

(i) decides on the publications and publications of the GAS,

(j) decides on the purchase of records, on the acceptance or disclaimer of inheritances, legacies, donations of records;

(k) decides on the availability of open data;

l) proposes to the Minister of Education, Research and Religious Affairs the issuance of a decision by which, exceptionally, special restrictions on access to archives and archival material are determined or lifted;

(m) gives an opinion on any issue concerning the archives, if it is asked by the Minister of Education, Research and Religious Affairs, by public sector bodies, individuals and other owners of all kinds of records,

n) gives an opinion on the establishment of new archival bodies, the public or private sector, as well as on the characterization of the special historical archives and archival collections of article 167,

o) Evaluates the work of G.D. annually. and recommends whether or not to renew his term of office,

(p) Gives opinions, in cooperation with the competent department of the relevant Ministry, on the duration of the classification of archival material as confidentiality;

q) Recommends to the Minister of Education, Research and Religious Affairs, the issuance of a joint decision with the competent Minister, for the determination of the terms and conditions of the interoperability of the information systems of the public sector bodies with the informational archival systems.

During the National Conference on the development of the new Archival Policy and Library Policy, which took place in 2011, the White Paper on Archives was prepared.
